We live in a rural area and have a creepy neighbor who traps any animal he can... strays, neighbors' pets, wildlife... then takes it off to be "euthanized" (aka, murdered, as far as I'm concerned). Every dog in the area has disappeared over time, even from fenced yards. The police ignore it, the pound kills them, no questions asked. (He uses their traps.) They get paid by the head so are happy to do it. Most people are just no damn good, sad to say. I wish I lived where there wasn't a "neighbor" for a hundred miles.
