Rita B...you are right! This is a Waltham Army Air Corps stop watch for calculating ground speed during WWII. The outer dial is 10 seconds. They used these as they passed over known landmark distances so they knew how fast they were going regardless of wind speed and direction - in the days before GPS. These mechanical watches run at an amazing 40 bps for precise timing.
