"reconditioned"

Going to attempt to repair a neighbor's generator that was bought on sale from Harbor Freight as a reconditioned unit.  It stopped putting out any power after only 2 weeks of use.  I am going to replace the AVR and brushes - but I think it has deeper problems.  It runs fine - but rough, and I noticed that the center lug on the rotor isn't spinning true.  If you look closely at the photo, you can see that it is off center.  That can't be a good thing... 90,96,78,0,B
